Luc Yen (Yen Bai) – Luc Yen is a pioneer in innovating the implementation of District Women’s Union activities
Members of the Women’s Union of Luc Yen district (Luc Yen WU) applied participatory methods acquired from the SODI-funded project, which is being implemented in the district.

The Women's Association of Cao Khanh village, An Phu commune, Luc Yen district had a first quarter meeting of 2024 that was different from previous activities. Instead of written reports as before, in this meeting, the quarter’s results, plans, and tasks for the next quarter as well as the shortcomings and difficulties in the activities of the WU are visualized and presented through the tree-shaped diagram.

To support the Cao Khanh Village Women's Union in organizing a sample activity, Ms. Hoang Thi Yen - Vice Chairwoman of the Women's Union of An Phu commune directly presented the report with a diagram. Ms. Yen shared: "The tree-shaped diagram is divided into two halves, half of which are the results achieved in the quarter of the WU, and half are the plans and tasks in the coming time. Each part of the work, activity, and task is easily visualized through information and numbers from the root to the stem, top, branches, leaves, and fruits." During the discussion, members were given colored cards to express their opinions.
Ms. Nguyen Thi Kim Oanh - Head of the Cao Khanh WU said: "The comments and voices have never been raised and expressed so clearly and enthusiastically on the colored cards. Perhaps with this method, women express their views and thoughts more easily than to speak directly. Therefore, it helps us to grasp more opinions, concerns or profound recommendations and suggestions of women."
Each opinion was then summarized and answered by the WU leaders. The answers and questions were grouped with colored cards. The highlight of the discussion was that Ms. Loc Thi Huong presented her situation and applied it to escape poverty, thereby encouraging other women to rise.
Ms. Hoang Thi Khoi, a member of the Cao Khanh WU, said: "This quarterly meeting was very innovative and useful. The presentation method of the report with a visual diagram helps our members easily grasp the activities in the quarter and the tasks to be carried out in the coming time. With the discussion, our members were also very excited. I hope that we will continue to have innovation like this to enhance activities with substantive results and truly effective quality."
The new meeting method attracted the enthusiastic and active participation of women. Ms. Nguyen Thi Kim Oanh - Head of the Cao Khanh WU excitedly shared: "This quarterly meeting has a completely different atmosphere from previous activities. In particular, there are no women who are attentively "surfing" their phones during their daily activities like before. The sisters focused on the meeting contents. In general, this kind of innovation has created more incentive for women to participate and improved the efficiency of the WU's activities."

According to the Vice Chairlady of the Women's Union of An Phu commune, in the second quarter of this year, the Commune WU will continue to apply this innovative meeting at the Cao Khanh WU and expand further in Khau Sen village. During the meeting in Khau Sen, the heads of women's branches in 7/7 villages in the commune will be invited to attend and study.
"In the immediate future, we will organize and guide 4 WU branches: An Phu, Khau Sen, Dong Dan, and Khau Vi to organize this innovative meeting, especially the presentation of visualized reports with diagrams, then we will expand to the rest of the commune." - Ms. Hoang Thi Yen - Vice Chairlady of the Women's Union of An Phu commune.
The sample meeting at the Women's Union of Cao Khanh village is the first step in the plan to spread innovation in the activities of Luc Yen WU. The Standing Committee of the District WU and the Chairlady of 5 other communal WU in the district attended the meeting in Cao Khanh village.
Ms. Nguyen Thi Mai Huong - Vice Chairlady of Luc Yen WU said: "In the past, the activities of the WU had, in fact, certain limitations. For instance, the branches’ activities were "pale" and were not able to attract the members’ attention; some branches had a low participation percentage... With the desire to increase substantial participation and improve the quality of meetings, the district WU has developed a plan to implement the model "Innovating branches’ activities by making visualized reports with diagrams."
The Standing Committee of Luc Yen WU organized a pilot meeting in Cao Khanh village. The results of this meeting are the premise for the Standing Committee of Luc Yen WU to continue the plan to replicate this model at the other branches of An Phu commune and spread it to the rest of the district by the end of the year.
With strong attention and direction from the district Women's Union, it can be said that Luc Yen is at the forefront of innovating and improving its members’ activities.
