Target Groups

Direct target group: 4,271 residents of the six target villages, 20 representatives of local authorities, 6 people from other communes of Luc Yen district: 4,297 people.

Indirect target group: 15,237 residents of the three communes.

Project Objectives

Through the implementation of small village infrastructure measures, the development of small farmer cooperative groups, and information and dialogue events, local villagers and local authorities will engage in constructive dialogue as part of the project to address collectively identified local issues and agricultural development constraints.

Indicators for objectives

  1. 60 key members of the village communities (community key members, 50% women) are able to moderate participatory events and practice small project management after being trained in CM-related topics (facilitation skills, CM and financial management, project design, gender and development projects). 75% of the direct target group (752 households) report that their capacity to act in terms of sustainable community development is strengthened (more active participation, more ownership, etc.).
  2. 32 small infrastructure projects (e.g. paving of irrigation canals and village roads, solar lighting of particularly dangerous or central roads) were planned and implemented by the CBGs with the active participation of the village community. They provide improved agricultural irrigation and time and cost savings through easier access and transportation to cultivated areas.
  3. At least 6 smallholder cooperatives (FCGs; total of about 60 members) are registered by the municipal authorities at the end of the project in accordance with Decree 77/ND-CP/2019 on cooperative groups of the central government. The members of the FCGs (50% of the leaders are women) no longer use herbicides, produce their own fertilizer, fodder, and crop protection products, and no longer burn plastics in their fields.
  4. By the end of the project period, 24 thematic meetings (4 per village) have been held on laws and regulations that affect the lives of the target group. The topics are identified during the project period by the local project partner based on the specific interests and needs of the target group. By the end of the project period, 18 dialogue sessions (3 per village) have been held between representatives of the local government and the target group, in which all participants exchange views on village development needs and on the implementation of laws. Villagers address commonly identified village development challenges and discuss their own proposed solutions with local authorities.
  5. Twenty-five selected individuals from different communities, acting as multipliers in various capacities at the district and provincial levels, were trained as trainers/facilitators of the CM approach and its participatory methodology. At the district level, the project results and experiences will be presented, leading to the initiation and submission of concrete plans to replicate the CM approach (e.g., training of community key members, establishment of CBGs, etc.) in at least five other villages in Luc Yen District, which will be forwarded to the district authorities for integration in the next annual work plans.

The measures and activities are:

  • Output 1 (Self-help capacities of the village population are strengthened):
  1. 1 introductory workshop on district level and 6 on village level incl. election of key members
  2. 6 village meetings for community problem analysis and prioritization (community profiling) incl. formation of community-based groups (CBGs)
  3. 12 two-day training courses for community key members including CBGs and relevant local authorities
  • Output 2 (Self-directed, needs-based small-scale projects by community-based groups):
  1. Annual village meetings for planning and evaluation of small-scale projects and annual community-level meetings for approval of small-scale projects
  2. Implementation of the 32 small projects
  • Output 3 (Establishment of farmer cooperative groups in agriculture - FCG):
  1. 6 village meetings for establishment of FCG and 6 vjllage meetings after study tour for knowledge sharing
  2. 12 two-day training courses for members of smallholder cooperative groups and study tour
  3. Sub-projects of FCG to implement their annual plans (such as small production instruments/water tanks, technical advisory etc...)
  • Output 4 (Information on legal framework and policy dialogues for project villages):
  1. 18 dialogue events with local authorities (3 dialogues per village)
  2. 24 thematic meetings (4 meetings per village)
  • Output 5 (District-wide scaling of community management):
  1. Selection and training of 25 local trainers for CM approach
