Target Groups

The direct target group is 1.691 persons (of which 811 are women) in the four villages Ban Chao, Ban Van, Khe Tien, and Ban Khun, who are benefitting from the improved infrastructure. Out of these 1.691 persons, 40 persons (of which 20 are women) are trained as key members.

Project Objectives

The population in four villages in the district Tran Yen, Yen Bai province is deciding in a participative manner, which includes all groups, especially women, about development activities in their respective villages. They are implementing infrastructure activities and improving living conditions.

  1. The capacity of self-management (i.e. the ability to plan and implement village infrastructure projects) of the key members in four villages is improved.
  2. The community houses are built and used by the villagers.
  3. Small village infrastructure projects to improve living conditions.
  4. The target group (1,691 people) knows the laws that directly influence their lives and knows how to claim their rights.
  5. The relationship between the local government and the village population in the four villages has improved.

Indicators for objectives

  1. 40 key members (of whom 50% are women) from the two communities plan development projects in a participatory way; 75% of the target group (approx. 1,268 persons) state that they are satisfied with the planning competence of the key members.
  2. By mid-2021, four community houses (each at least 80 m2 with separate toilets for men and women) will be completed under the supervision of the community-based groups (CBG). Significantly more villagers (at least 80% of the respective villagers) are now taking part in the village meetings in order to actively participate in decision-making processes.
  3. By the end of the project, the CBG had implemented at least 16 smaller infrastructure projects (irrigation, village roads) with funding from the project and their own contribution.
  4. By the end of the project period, 8 thematic meetings on laws and regulations affecting the lives of the target group had been held. The topics will be identified during the project by the local project partner on the basis of the specific interests and needs of the target group. At least 60% of the target group (approx. 1,014 people) state that they are aware of the laws that concern them. They actively ask their local government and their suggestions are partly taken into account in socio-economic development plans; the number of women registered in land ownership documents has increased and cases of domestic violence have decreased.
  5. By the end of the project period, 8 dialogue events between representatives of the local government and the target group had taken place in which all participants exchanged views on the need for village development and the implementation of relevant laws and policies. The village population actively seeks contact with the local government.
