Tan Loi Commune Project

Project Title: Promoting participation of local people and community self-managed projects in order to improve the living conditions in Tan Loi commune, Dong Hy district, Thai Nguyen province

Target groups

  • 36 key community members of three project villages empowered by capacity building and trainings activities to successfully implement the community management approach.
  • 40 small farmers, whose competences are to be strengthened in sustainable cultivation methods as well as in collaborative management through field visits and training measures.
  • All inhabitants of the three villages (1269 persons/284 households) benefit from the actual implementation of the community management approach and thus the planning and implementation of self-managed development projects.
  • 60 representatives of local governing bodies and semi-governmental organizations (at least 30 of them are women) involved in the project and will be released for their activities by their superiors.
  • A total population of 110.170 people in Tan Loi commune would benefit indirectly form the project.

Project Purpose

The project contributes to improve the living conditions in Dong Hy District and especially in Tan Loi Commune.

Project Objective

The population in Tan Loi commune develops their own solutions to local development challenges and successfully implements them together with the political decision-makers.

Outcome/Outputs

  1. Selected key community member of the three project villages are qualified and enabled to identify development needs together with the population, to develop solutions and to implement them in a participatory way and with the support of political decision-makers.
  2. A constructive dialogue between the population and the political decision-makers on existing laws and local development challenges has been initiated in Tan Loi Commune.
  3. Selected farmers in Tan Loi Commune have strengthened their skills in the field of sustainable agriculture and pass on their newly gained knowledge and experiences to other villagers.
  4. The community management approach is used in the planning and implementation of local development activities in Tan Loi Commune.
  5. The anchoring of the community management approach at district level has been initiated.

Activities

  1. Project introduction workshop in Tan Loi commune and in three project villages.
  2. Capacity building for 36 key members on facilitation skills and methods, project design, gender and development project, community-management, financial management.
  3. Dialogue meetings between villagers and local authorities of Tan Loi Commune.
  4. Information events on relevant policies, laws, collaborative regulations.
  5. Cross field trip for 24 key farmers to learn about organic agriculture production.
  6. Participatory survey to identify strengths and weaknesses of agriculture production for 24 key farmers.
  7. Village meeting in each project village to provide a feedback on the field trip as well as the survey and to discuss solutions for raising the quality and productivity of agriculture products.
  8. Trainings on saving and loan activities.
  9. Trainings for 40 key farmers on organic agriculture production (like tea production and processing).
  10. Village meetings on experience sharing between key farmers and villagers.
  11. Village meeting in each project village to select community sub-projects.
  12. Communal meetings for approval of community sub-projects.
  13. Implementation of 20 community sub-projects.
  14. Communal meetings for sharing experiences on implementation of sub-projects.
  15. Trainings for leaders at district level on community self-management and implementation of decree 161.
  16. Trainings for leaders at district level on substantive gender equality and leadership skills.
  17. Workshop at district level to review the application of the community management approach.
  18. Design, produce (500 books) and disseminate a publication on issues of application of community management approach.
  19. Review meetings of the local project management board.
  20. Annual review meetings to discuss on project progress and draw lessons learnt.
  21. Regular monitoring of the project by DWC staff.
