Target groups
Direct beneficiaries
- Approximately 2.100 residents in 6 villages, with the San Diu and Dao ethnic groups for 80%:
- 1.924 villagers who will benefit from awareness-raising measures, small-scale development projects and the establishment of a biogas facility;
- 46 key community members, including at least 23 women, are trained on the application of the community management approach;
- 120 residents are trained and coached on market-oriented commodity production for income generation purposes;
- 10 communal Government officials who will participate in training sessions/workshops and dialogues.
Indirect beneficiaries
- Approximately 15,500 residents of Phuc Thuan commune benefit from the small-scale development projects and awareness-raising measures on self-help, community participation and commodity production strategies
Goals
To contribute to sustainable development of poor rural communities in Thai Nguyen province.
Project objective
- Quality of life of residents in the 6 project villages is improved as a result of improvement in self-help capacities, infrastructure, the environment and livelihood strategies.
- Farmers in the 6 project villages are able to change from subsistence production to market oriented commodity production for income generation purpose.
Indicators
- By the end of the project, at least 20 small scale projects which are self-managed by local residents (self-managed in term of planning, implementation, monitoring and evaluation) achieve their objectives.
- By the end of the project, at least 75% of Community Clubs members confirm that their quality of life is due to project measures.
- By the end of the project, at least five out of the six Self-Help Groups (including 100 farmer households) sign supply contracts with traders.
Activities
- Organize village meetings to introduce the project, establish 4 community clubs (CC), elect key community members.
- Train key community members on Grassroots Democracy, Community Management, Facilitation Skills, Small-project Design and Financial Management, Gender and Development Project.
- Deliver capacity building measures: village meetings on law and policies, gender and commodity production, in collaboration with legal and agriculture/economy experts; dialogues between local authorities and CC members to discuss local concern and identity solutions.
- Support four new project villages in applying CM approach to the construction of 4 village roads.
- Set up Self Helf Groups (SHGs) consisting CC members who aim to address same challenges via implementing small development projects.
- Support SHGs in submitting proposals and applying for small funds, with costs being shared 70%/30% between project and locally raised funds. An Approval Committee will assess the applications based on urgency, beneficiaries, required financial support, gender sensitivity and community participation.
- Sharing workshop to discuss on best practices.
- Support 18 households to the building of biogas system with 75% of the cost.
- Organize study visit for selected farmers to learn from successful market-oriented production.
- Conduct a participatory survey to identify the most competitive products.
- Organize village meetings to discuss the outcomes of the study visit and the survey, discuss successful livelihood strategies in the villages, establish SHGs. The SHGs members will develop livelihood models and identify markets for their products.
- Hosting a workshop on commodity production practices for the representation of SHGs members.
- Establish Saving and Loan scheme for SHG members from their own savings.
- Deliver training courses on operations skills for saving and loans schemes and on new agricultural techniques.
- Provide a small seed fund to the SHGs to help finance initial activities, such as travel cost, quality control or packaging… The SHG members are in charge of topping up the funds and maintaining them after project completion.
- Host a trade fair to market SHGs products to the local traders and small market.
- Project bi-annual and annual review meeting, final external project evaluation will be conducted.
- M&E activities of DWC staff.
