Target Groups

Direct beneficiaries:

  • 6,022 direct beneficiaries (2,938 women) including villagers of 22 villages in 05 project communes and government officials participating in trainings, monitoring, and evaluation activities of the project.

Indirect beneficiaries:

  • 6,759 remained people (3,327 women) of five project communes.

Project Goal:

Living conditions of ethnic minorities in Bac Kan province are improved.

Project Objective:

Objective 1:

Mobility and resilience against climate change are improved in 22 target villages through applying Community management approach.

Objective 2:

Income of gender sensitive Farmer Interest Group (FIG) members is increased.

Objective 3:

Community Management (CM) approach is recognized and adopted by the People’s Committee of Bach Thong district.

Indicators of the objective:

Indicator 1.1:

By the end of the project, 50% of total arable land areas in 22 target villages affected by flood, landslide/soil erosion are protected with dams/embankments, irrigation canals, etc.

Indicator 1.2:

80% of households in 22 target villages have improved access to local farms and sale opportunities thanks to village roads/bridges (50% beneficiaries are women).

Indicator 2.1:

By the end of the project, the average income of at least 250 Farmers' interest group members (60% members are female), is increased by 12% through environmental - friendly livelihoods.

Indicator 2.1:

By the end of the project, the average income of 180 farmer interest group members is increased by 22% through non-chemical agricultural models and traditional handicrafts (50% beneficiaries are women).

Indicator 3.1:

By the end of the project, a Decision on CM integration into the National Target Programs is issued by the People’s Committee of Bach Thong district.

Main project activities

  1. Project introductory workshop to introduce main project contents and CM approach on project key information.
  2. Village meetings to create village profiles, identify local resources and conduct SWOT analysis; Dialogues between local people and authorities to discuss local development problems and possible solutions.
  3. Village thematic meetings on topics such as non-chemical agriculture, climate resilience, etc. organized in collaboration with Vietnamese experts.
  4. Trainings for key community members and local authorities on CM related topics namely CM approach including gender, facilitation skill, project design, financial management.
  5. Village meetings to set up FIGs, organize market research and a meeting to share research results.
  6. Capacity building for FIGs’ members for income generation including FIGs’ operation; technical trainings on chemical-free cultivation, bio-fertilizer production and animal raising; regional study tours to successful sustainable agriculture models, and 02 classes on Dao traditional handicrafts.
  7. Build capacity on GALS for 30 GALS facilitators (including FIGs, key community members, and local authorities).
  8. Village meetings to identify and prioritize community’s development challenges focusing on protection or improvement of village roads/bridges/overflow dams/embankments/irrigation canals, and development of chemical-free livelihoods (melons, medicinal herbs, indigenous sticky rice, chickens etc) and off-farm livelihoods (mushroom, Dao handicraft) for income.
  9. Implementation of approved small-scale projects by CBGs and FIGs applying CM.
  10. Sample village meetings to evaluate small-scale projects’ results, workshops at communal level for sharing good practices and promoting peer-learning among project villages.
  11. Field visit to DWC‘s CM models for local authorities for possible CM application in National Target Programs (NTPs); Workshop including field visit at district level for all communes in Bach Thong district to discuss on possible CM application in NTPs.
  12. Update, publish and distribution of the Handbooks for applying CM in NTPs for Bach Thong district and Bac Kan province according to Decree No.27/2022 (replaced the existing Handbook developed according to the similar but expired Decree No.161/2016).
